Mariners were told to resist the seductive powers of the Mermaid, who would use their voices to lure the men to cast themselves into the sea.
In my interpretation the Mariner has cast out his nets and whilst hauling in his catch a mermaid is swimming to the water's surface to take him by his hand.....
